The 4th edition of ICE Digital Short Film Festival will be held in May 2009

RULES:

ICE 2009 will only host short films made from Jan 2003 through March 2009.


The format in which the submissions will be accepted will be in
DVD-Video(PAL) only.
Technical Details of requirement:
(Audio: 224 Kbps, 44,100 Hz, Layer 2
Video: 25.000 fps, 720x576)

Submission must be filmed on Digital Camera and must be 20 minutes or less in length. (including opening titles and end credits).

All short films which are in any other language besides English should have English subtitles, without which the entry will be rejected.

After accepting the invitation to participate in the Festival the film cannot be withdrawn.

Submitted entries will not be returned.

You must provide us with valid email address and telephone nos. Organizers take no responsibilty if any communication made to everyone does not reach you because of invalid or unreachable email addresses or telephones/mobile phones.

GUIDELINES:

Entry Fee for OPEN category is Rs. 500/- (Entry from within India) or
30 US$ (Entry from outside of India) & for STUDENTS it is Rs. 250/- (Entry from within India) and 15 US$ (Entry from outside india).

Entry Fee is Non refundable for both OPEN and STUDENTS divisions.

A Complete and signed Entry Form and Certification of Entrant (You can find this with Entry Form).
Incomplete entry form will not be accepted.

Entry Title, Your name and functioning phone number should appear on the label of your DVD.

Students must provide photocopy of their college identity card. (only full-time college students are allowed to submit film in STUDENTS’ category)

Every Participant must attach their latest passport size photograph on the forms.

Application must be postmarked between 15th Feb 2009, and 31st March 2009

If any copyrighted work used in your film, the filmmaker must possess a written permission from the copyright holder or must own them

Please note that Organizers accept no responsibility for any films which are lost or damaged in transit.

Submitted film DVDs will be considered as a collection of the ICE-2009 Digital Short film Festival for Library/Archival purposes.

TERMS AND CONDITIONS:

REGISTRATIONS / SUBMISSIONS:
The registration of entries for film makers who want to send their short films for the festival will be open from Feb 15, 2009 to March 31, 2009 through the festival website. For the same the filmmakers need to download , print & fill up and send the FORM which is available on the website between the above dates.

requisite documents as necessary should be sent to the ICE office address to complete the registration process.
REGISTRATION WOULD BE DEEMED VOID IN CASE OF FAILURE TO MEET ABOVE CONDITIONS. SUBMISSIONS WILL NOT BE ACCEPTED WITHOUT REGISTRATION.

SELECTIONS:
The selection of the short films for screening as well as eligibility of awards will made by a Selection Committee. All decisions pertaining to this procedure are entirely at the discretion of the Selection Committee. Decision of the Committee will be final and bearing on all concerned film makers.

SCREENINGS:
Screenings of selected films will take place at City Pride, Kothrud, Pune during May2009. Delegation registrations will be open from April/May 2009. Shooting/recording of festival proceedings is restricted to news personnel and others are strictly prohibited from exercising the same.

SCHEDULING:
General scheduling and timetabling of screenings are entirely at the discretion of the Festival and will be communicated 2 weeks before the beginning of the Festival. The Prize distribution ceremony will take place after the screenings are over. Prior information about selected films, schedules and venues will be communicated through the Festival website after the selection of films by the Selection Committee.

CATALOGUE:
The details regarding the selected short films will be distributed through a festival catalogue, whose writings are entirely at the discretion of the Festival. The Festival accepts no liability in the event that it’s publications reproduce inaccuracies in submitted materials.

PROMOTIONS/SCREENINGS FOR THE FESTIVAL
After official selection of a film the Festival is qualified to use excerpts from the film, nationally and internationally for promotional purposes in any form of media, viz. Print, web, television, screenings, etc.
IMPORTANT:
By submitting entries for the Festival, the filmmaker fully complies with all the above terms, conditions and information pertaining to the Festival. No correspondence regarding the same will be communicated to the filmmakers after the closing of the Festival.
